California Paves the Way for Low-Carbon Building Materials: When Public Policy Becomes a Driver of Market Creation

As part of its efforts to achieve carbon neutrality and strengthen resilience to climate change, the State of California has officially launched the California Mass Timber Coalition—the state’s first public-private partnership dedicated to advancing the mass timber industry. More significant than the establishment of a new coalition, however, is the policy direction behind it: creating a market for low-carbon building materials through government leadership.

The Coalition brings together state and federal agencies, local governments, research institutions, universities, businesses, forestry organizations, non-profit organizations, and community partners. Its objective extends beyond expanding California’s mass timber manufacturing capacity. It seeks to build a comprehensive ecosystem encompassing sustainable forest management, research and innovation, manufacturing, workforce development, and the broader application of mass timber in construction. This approach reflects an emerging trend in sustainable construction policy: rather than simply encouraging businesses to innovate, governments are taking a proactive role in creating the market conditions necessary for a low-carbon building materials industry to thrive over the long term.

From Reducing Operational Carbon to Reducing Embodied Carbon

For many years, decarbonization strategies in the construction sector focused primarily on improving the energy efficiency of buildings during their operational life. Better insulation, high-efficiency HVAC systems, and renewable energy technologies have significantly reduced greenhouse gas emissions associated with building operations.

As buildings become increasingly energy efficient, policymakers have begun shifting their attention to another major source of emissions that has historically received less focus: the carbon emitted before a building is even occupied.

This concept is known as embodied carbon—the greenhouse gas emissions generated through the extraction of raw materials, the manufacturing of construction products, transportation, and construction activities before a building begins operation. In essence, embodied carbon represents the emissions “built into” a structure from the day it is completed and cannot easily be reduced afterward.

According to numerous international studies, cement and steel are among the construction industry’s largest sources of carbon emissions because of their energy-intensive production processes. Consequently, replacing a portion of these materials with engineered wood products such as cross-laminated timber (CLT), dowel-laminated timber (DLT), and nail-laminated timber (NLT) is increasingly viewed as one of the most effective ways to reduce a building’s embodied carbon. Beyond being sourced from renewable forests, mass timber also stores carbon throughout the life of a building, contributing to lower overall emissions across the construction sector.

Beyond Encouraging Businesses: Creating a Market Through Public Procurement

What distinguishes California’s strategy is that it goes beyond simply encouraging businesses to adopt greener materials. Instead, it aims to reshape the way the market functions.

According to the California Mass Timber Coalition’s planning documents, one of the greatest barriers to the wider adoption of low-carbon materials lies in the current public procurement system. Government purchasing decisions continue to prioritize upfront construction costs, while long-term benefits such as lifecycle carbon performance, carbon storage, sustainable forest management, and contributions to local economic development are rarely reflected in procurement criteria.

To address these challenges, the Coalition proposes a range of initiatives designed to create sustained market demand for mass timber. These include prioritizing engineered wood products in publicly funded infrastructure and construction projects, gradually integrating carbon performance into public procurement and tendering processes, providing education and training for project owners, architects, engineers, and government agencies on the environmental and economic benefits of mass timber, and exploring tax incentives, financial support, and investment policies for engineered wood manufacturers.

This demonstrates that California sees government not only as a policymaker but also as a market creator. By becoming the first large-scale customer for low-carbon building materials through schools, hospitals, public infrastructure, and government facilities, the public sector can provide businesses with the confidence to invest in manufacturing capacity, technological innovation, and supply chain development. This market-creation approach is increasingly being adopted worldwide as a way to accelerate the growth of green industries beyond what private-sector demand alone can achieve.

Mass Timber as a Tool for Achieving Multiple Policy Goals

Another notable aspect of California’s strategy is that mass timber is viewed not merely as an alternative construction material, but as a policy instrument capable of addressing multiple societal challenges simultaneously.

In a state that regularly experiences devastating wildfires, expanding the use of mass timber is closely linked to improving forest health. Timber harvested through forest thinning, restoration projects, and fuel reduction efforts can be transformed into engineered wood products instead of being left in forests, thereby reducing combustible biomass and helping mitigate the risk of catastrophic wildfires.

At the same time, developing an in-state mass timber industry is expected to create jobs in rural communities, expand markets for sustainably sourced wood products, strengthen domestic manufacturing, and reduce carbon emissions from the construction sector. Rather than pursuing each objective independently, California is integrating climate policy, forest management, industrial development, and regional economic growth into a single, coordinated strategy.

Ultimately, the creation of the California Mass Timber Coalition represents more than an important milestone for the timber or construction industries. It reflects a broader shift in public policy thinking. The focus is no longer simply on identifying an alternative to concrete or steel, but on building an ecosystem in which public policy, markets, businesses, scientific innovation, and sustainable resource management work together toward shared goals of decarbonization and sustainable development. In this context, mass timber is no longer just a product of the forest sector—it has become an integral component of California’s broader strategy for building a green economy and strengthening climate resilience.
